Pocket Guide for Orientation of Public Administration Officials Presented

The Ministry of Public Administration and the United Nations Development Programme (UNDP) in Montenegro have presented the Pocket Guide for Orientation of Public Administration Officials, developed under the project “E-services and Digital Infrastructure as a Response to COVID-19”, funded by the European Union. 

This manual provides employees and candidates for positions in public administration with practical and clear information on the rules, procedures, and values that form the basis of professional and responsible work in service of citizens and businesses. Developed in cooperation with UNDP, the Ministry of Public Administration, and the Human Resources Administration, this guide contributes to better orientation of new officials and strengthens institutional capacity in a simple and accessible way. 

“Our goal is a public administration that is efficient, transparent, and closer to citizens. The Pocket Guide will help officials better understand the system and their responsibilities, while enabling citizens and businesses to experience the benefits of a professional and modern administration,” said Minister of Public Administration, Marash Dukaj. 

“Improving institutional performance and strengthening citizens’ trust in public administration is one of UNDP’s key areas of work. This guide is a practical tool that eases the integration of new officials into the system and contributes to better public service delivery,” stated UNDP Resident Representative in Montenegro, Ekaterina Paniklova. 

The guide is available in electronic form on the UNDP website, and 250 printed copies have also been produced for distribution within the public sector.
