Presentation of ILIAS, a platform for digital learning, information exchange and communication
The Human Resources Directorate is part of the regional project "Support to the process of digitalization of training from the EU area in the public administration of the Western Balkan countries" which is implemented with the support of the Federal Ministry for Economic Affairs and Energy of the Federal Republic of Germany.
The goal of this project is to improve the digitization process in Montenegrin public administration, develop common standards and advance the implementation of the Stabilization and Association Agreement with the European Union when it comes to this area.
In order to achieve the goals of the project, Montenegro was given the use of the ILIAS platform, a platform for digital learning, information exchange and communication, which was presented to colleagues from the state administration, associates and partners of the Human Resources Administration at the event we organized today. domestic and international communities.
In the introductory part, the importance of the digitization process in Montenegrin public administration was highlighted by Mr. Dragiša Janjušević, State Secretary of the Ministry of Public Administration and Đuro Nikač, MA, Acting. director of the Human Resources Administration.
"The digitization process must not only be a challenge and a necessity, but an imperative in accordance with the most important democratic standards," said Janjušević.
"Professional training and improvement through new communication models remains in the sphere of our interest, and I am sure that by using and further improving this platform, we can influence the strengthening of the knowledge, skills and competencies of civil servants and state employees. In this way, we strengthen the responsibility of the employees as well as their willingness to respond to the new demands and needs that stand before them on the path of EU integration.
We are proud to have started the digitization process in, for now, certain segments of the functioning of public administration. We have a long road full of challenges and innovations ahead of us, but with your support I have no doubt that this platform will be a tool that will facilitate the education and communication processes for all of us", said Nikač.
The permanent representative of UNDP in Montenegro, Daniela Gašparikova, believes that public administration should rest on permanently built capacities and institutional infrastructure to ensure equality at all levels.
"UNDP conducted research that recognized the needs of civil servants, especially in the areas of digital management and gender-responsive policy making. That is why, following digital trends, we have decided to support the creation of trainings that will be available to everyone, adapted to the real needs of civil servants and the strategic priorities of the state, and which will enable all employees to learn and improve in the online space, whenever they are able." , she said.
Gašparikova believes that the four online courses created by UNDP will contribute to the application of the principle of gender equality in all spheres of public administration.
"In this way, we strengthen the responsibility of competent institutions, because by recognizing the needs of others and creating accessible and usable data, we build an inclusive society with equal opportunities for everyone.
Head of the project "Support to the process of digitization of training from the EU area in the countries of the Western Balkans", prof. Dr. Klaus Erdman is impressed by how determined Montenegro is to approach the process and how much officials are ready to invest in the digitization process.
The Deputy Ambassador of the Federal Republic of Germany, Mr. Christoph Breunig, expressed his readiness that the Federal Republic of Germany will continue to support Montenegro in the future in the implementation of key projects necessary to bring it closer to the European administrative space.
In the second part of the event, concrete activities available at ILIAS in the field of digitization of training and the Human Resource Management Network were presented.
Mr. Marijana Nedović Radulović, acting assistant director said that the basis of progress on the path to Montenegro's membership in the EU is through the reform of public administration and certainly the unstoppable process of digitization. She also emphasized the importance of the newly formed Sector for monitoring standards in the field of human resources management in the Human Resources Administration and noted that through a special module within the ILIAS platform, a digital tool will be available that will enable the exchange and implementation of good practices in the field of human resources management, networking and connecting employees who work in human resources management and thus will contribute to the continuous expansion of the Human Resources Network.

Our project team in charge of the digitization process in public administration improves its skills every day in order to respond to the challenges that lie ahead.
Addressed to you not only as partners, but also as users, we invite you to walk this path together and follow the pace of modern ways of communication, training and business", is the message of the training manager Milica Nikolić, who has been working on the platform with her colleagues from the very beginning.
Ongoing projects were also presented, but all event participants were invited to join the digitization process.
