Russian attack on energy facilities. Ukrainian regions without electricity, water and communications

"They have two targets - energy facilities across the country... The second target is people," President Volodymyr Zelensky said in a speech during the massive Russian shelling of Ukraine, which began on the morning of October 10.
Analysts warned about the possibility of such attacks as early as this summer, and the Ukrainian authorities stated that they were preparing for them. However, on October 10, the Russians did not only target specific objects, but also targeted many targets at once almost throughout Ukraine - the number of missiles fired over Ukraine was close to a hundred.
According to Prime Minister Denis Shmihal, Russian missile strikes "damaged 11 important infrastructure facilities in eight regions and Kyiv".
"Part of the region is now without electricity. We must be prepared for temporary interruptions in the supply of electricity, water and communications," the Prime Minister warned in Telegram in the morning.
On the eve of the same day, he wrote that "electricity supply has been interrupted almost in the entire country". In addition, there are problems with water supply in eight regions.
The Prime Minister also stated that according to preliminary information, he will be able to restore most of the energy infrastructure facilities on the same day. Some will be in operation the very next day.
The State Service for Emergency Situations reports that the Russians hit energy facilities in eight regions and Kyiv, where more than 30 fires broke out. According to the data of the State Emergency Service, since 14:00 there is no power supply in the regions: Lviv, Poltava, Sumy and Ternopil. Electricity supply was partially disrupted in the rest of the territory of Ukraine.
"It is already unequivocally clear that a significant number of rockets hit the power systems of various cities," said Deputy Head of the Presidential Administration Kirilo Tymoshenko.
According to his information, "energy facilities from Lviv to Zaporozhye, Kyiv Oblast, Khmelnytskyi, Dnieper and Vinica, Frankiv Oblast, Sumy Oblast, Kharkiv Oblast, Zhitormir Oblast, Kirovograd Oblast, in general, the entire south were targeted".
 
A representative of the president's cabinet warned that "we should be prepared for the consequences of such shelling".
"For example, in the Kyiv region alone, anti-aircraft defense shot down six missiles, but there were hits in the cogeneration power plant," noted Kirilo Tymoshenko.
The National Energy Company "Ukrenergo" also warns of possible power outages due to a massive Russian attack.
"The enemy is carrying out a rocket attack on energy facilities and civilian critical infrastructure. Power outages are possible in cities and towns," reported Ukrenergo, emphasizing that "energy workers are immediately applying backup power schemes and working to repair the damage."
Ukraine's largest private energy company DTEK, which is part of the SCM group controlled by Rinat Akhmetov, reported that its companies were among the facilities damaged in the Russian attacks.
"On October 10, Russia carried out another terrorist act against civilian and critical infrastructure facilities throughout Ukraine. Among them is the energy company DTEK Energo," the message states.
DTEK also states that the electric power companies are currently assessing the damage and have started repair work.
In addition, DTEK synchronizes its actions with NEC "Ukrenergo".
"If necessary, in order to ensure the stable operation of the energy system of Ukraine, DTEK Energo will use reserve power supply units," the company said.
"There is a victim. All services are on the ground, they are working," wrote the mayor of the capital city of Kyiv in Telegram.
Later, the mayor of Kyiv announced that due to damage to critical infrastructure facilities, "emergency disconnection schedules are being implemented for consumers in Kyiv and the Kyiv region."
Aleksij Kuleba, head of Kyiv's OVA, also reported on attacks on critical and civilian infrastructure:
"In three districts of the region - attacks on critical and civilian infrastructure."
Later, the head of OVA of the Kyiv region announced a power outage in the region:
"There will be planned interruptions in the supply of electricity in the Kyiv region. We will warn about this in advance. The shutdown schedule is currently being prepared."
All emergency services are on site. In case of an air alarm - immediately go to the shelter.
 
The mayor of Kharkiv, Ihor Terehov, reported three attacks on the city on Monday, as a result of which there was no electricity and water in some areas.
"Preliminarily, there were three flights over Kharkiv. The strike was on an energy infrastructure object. In some parts of the city, the light went out, there is no water supply," he wrote in Telegram.
There is no electricity in the Kharkiv region either.
"In connection with the hits on the infrastructural facilities in the region, the electricity was turned off in our community, which led to the suspension of the water supply," said the mayor of Ržavčik, Nikola Bakšejev.
Russian forces also hit the critical infrastructure of Lviv.
"An explosion was detected in a critical infrastructure facility in Lviv. Competent services went to the scene," said Lviv Mayor Andrij Sadovi.
He also reported that the operation of the city's thermal power plants was temporarily suspended due to a power outage. Because of this, hot water is currently not being delivered, explained the mayor of Lviv.
In the city, backup generators were started at several pumping stations in order to restore the city's water supply.
He later reported that "an explosion was recorded in a critical infrastructure facility in Lviv."
Maksim Kozitski, head of Lviv OVA, also reported on attacks on critical infrastructure:
"Official: attacks on energy infrastructure facilities of the Lviv region have been recorded."
After that, he reported that the restoration of electricity supply in the region could take more than a day.
The head of Khmelnytskyi OVA, Serhij Gamalii, also reported on power outages due to Russian attacks:
"As a result of the attack, there is an interruption in the supply of electricity in the territory of OTG Khmelnytskyi. All services are working."
And the mayor of Khmelnytskyi, Oleksandr Simchyshyn, said that currently in the city "there is no electricity supply, electric transport is not working, water supply is suspended, traffic lights are not working". According to the mayor, the health facilities work on their own diesel generators.
The lack of electricity was also reported in Ternopil.
There is no electricity or water in Krivo Rih, said Oleksandr Vilkul, head of the military administration:
"Blame Rih. There is no electricity and water in the city districts of Terniv and part of Pokrovski due to the destruction of the energy infrastructure. The preliminary conclusions of the research - somewhere we will turn on the electricity quickly, somewhere - a little later, the algorithm is clear, the accident response plan has been implemented. Water delivery will be organized by tanks".
There are also power outages in the Poltava region, said Dmitro Lunjin, head of the Military Administration of the Poltava region.
"There is a power and water outage in the entire region. All relevant services are working," he wrote in Telegram.
Critical energy infrastructure is also affected in Zhytomyr region. As announced by the head of the military administration of Žitomir, Vitalij Bunečko, part of the consumers have been transferred to reserve sources of electricity supply.
Dmitro Zhivitski, head of the OVA, reported on the attack on an infrastructure facility in the Sumi region:
 
"There are power outages in all parts of the region. Because of this, there are problems with water supply in some places. In Konotop, two rockets hit an infrastructure facility."
 
"The hardest evening"
 
As the head of the parliamentary energy committee, Andriy Gerus, warned, the night of October 10 "will be one of the most difficult nights for the Ukrainian energy industry."
He explained that Russia had hit "a large number of power plants and substations".
"There is a temporary power shortage in some regions, and in some regions emergency shutdown schedules have been introduced," the deputy told Telegram, urging Ukrainians to try to reduce consumption to prevent emergency power shutdowns in regions where it is available.
"Tonight and the next few days, let's do everything possible to reduce electricity consumption in the period from 18:00 to 23:00", urged AndrijGerus, adding that Ukrainian "energy engineers are already working to ensure stable, reliable and uninterrupted work electricity system.
Lack of electricity almost everywhere means lack of water, as well as problems with communication, movement, heat.
 
Internet problems exist in Kharkiv, Zhytomyr, Poltava, Lviv and Khmelnytskyi regions, said Oleksandr Fedienko, deputy chairman of the parliamentary committee on digital transformation. According to him, currently, critical infrastructure facilities work with the use of satellite technologies.
He also warned that communication problems could be due to a lack of electricity, but also due to system overload.
"Communications may disappear in the event of a power outage. There may be interruptions in communication precisely because of this, as well as the fact that the networks are currently overloaded," he wrote on Facebook and called for communication to be limited unless it is of critical importance - If you do not have an emergency need to communicate with your family and friends, try not to overload the networks now."
He also reminded that "at such times it is very important to have a charged power bank, preferably enough to support mobile devices for one or two days."
Adviser to the Minister of Internal Affairs, Rostislav Smirnov, spoke about the overload of communication systems.
"Faults in the operation of telephone and Internet communication are connected with a heavy load on the networks, and because Ukrainians are calling their loved ones," he explained on TV. "They connect to the Internet, read the news, that's why there is a big load now, and because of that there are certain omissions."
"Ukrzaliznitsia" warns of the possibility of train delays in the western direction due to damage to the contact network. At the same time, they note that spare diesel locomotives are being prepared to ensure smooth traffic.
According to "Ukrzaliznitsia", suburban trains in Lviv Oblast, Konotop and Kharkiv Oblasts are running late due to power outages.
