Destruction in numbers. How many buildings were destroyed by the Russian Federation and how many were designated for restoration

The number of destroyed and damaged buildings is growing every day and already amounts to more than 200,000, the reconstruction of which requires more than 500 billion dollars
For several months, LIGA.net was in contact with representatives of regional and local administrations, as well as with the Ministry of Infrastructure. The question was the same for everyone - how many and what kind of buildings were destroyed by the Russian army during the two years of war, and how many were set aside for reconstruction during that time.
Communication was difficult. During the period of preparation of the material, more than a hundred requests were sent to various state structures: ministries, regional administrations, municipalities, etc. Some of them remained unanswered even after repeated reminders and telephone communications. About 400 responses were processed and received.
The problem arose in the systematization of data, because each structure provided incomplete, partially or randomly collected data that required clarification, as well as the reluctance of individual administrations to share them.
In two years of war, the Russians destroyed hundreds of thousands of buildings on the territory of Ukraine. It is absolutely impossible to count the number of damaged buildings, because the shelling of Ukrainian cities does not stop. Active hostilities continue in some settlements, some are under temporary occupation, that is, there is no physical possibility to assess the extent of the destruction.
But all available statistics show that the damages are colossal. LIGA.net collected information from all regional military administrations.
Hundreds of thousands of objects. How Russia is destroying Ukraine
According to the data provided, from February 24, 2022 to February 2024, the Russians destroyed more than 213,000 buildings in Ukraine. The housing and utilities sector, trade and industry, transport, agriculture and energy suffered the most. The regions of Donetsk, Kharkiv, Luhansk, Zaporozhye, Kherson and Kyiv were identified as the most devastated regions.
The areas of Kharkiv and Donetsk were the most destroyed. Each of them has more than 44,000 damaged objects.
They are followed by the regions of Kyiv, Kherson, Luhansk, Zaporozhye and Mykolaiv. Ivano-Frankivsk, Chernivtsi, Volyn, Zakarpattia and Ternopil suffered the least.
According to the World Bank, 10 percent of Ukraine's housing stock has been damaged or completely destroyed due to Russian shelling.
According to data provided to LIGA.net by regional military administrations, more than 143,000 private and more than 24,000 residential buildings were destroyed or damaged.
Most of the high-rise buildings were damaged or destroyed in Kharkiv, Donetsk, Luhansk, Kyiv, Mykolaiv and Odesa regions. Private houses - in Donetsk, Kiev, Kherson, Kharkiv, Luhansk, Nikolaev. The Russians are systematically destroying social infrastructure, especially educational institutions and objects of housing and communal infrastructure.
More than 290,000 objects were registered in the State Register of destroyed and damaged property. Of them, according to the Ministry of Development of Communities, Territories and Infrastructure, more than 46,000 Ukrainians received compensation of 4.84 billion hryvnias.
How many funds have been allocated for the reconstruction of buildings?
More than 16 billion hryvnias were received for the reconstruction of the region - this figure includes all regions except Lviv, Lugansk, Zaporizhia, Ivano-Frankivsk and temporarily occupied Crimea.
The World Bank estimates the need for recovery at $486 billion.
Vinica region
According to data provided by LIGA.net to Vinica OVA, on February 24, 2024, 271 buildings were damaged and destroyed in the region.
Housing stock (143) and energy (62) suffered the most. Russia also attacked the railway infrastructure - 17 facilities. 30 educational, health and cultural institutions were damaged.
In total, almost 100 million hryvnias were allocated from the local budget for their reconstruction in the Vinica region over two years.
Seven railway facilities, 18 energy facilities and two commercial and service facilities were renovated with our own funds. Several educational institutions were rebuilt with the help of humanitarian aid.
Volin region
According to data from the infrastructure department of the Volyn regional state administration, 37 buildings were damaged in the region: private houses, companies, critical infrastructure.
Volin OGA noted that damaged private houses are being renovated at the expense of local budgets, as well as using building materials provided by local self-government bodies.
Only the City Council of Lutsk provided accurate data on the allocated funds: the cost of the damaged buildings was 285,100 hryvnias.
Dnipropetrovsk region
As a result of the armed aggression of the Russian Federation, almost 2,000 buildings were damaged. The majority are multi-story buildings and private houses (1,923 in total), followed by critical infrastructure, cultural, health, and educational institutions.
323 million hryvnias were allocated for the restoration. The largest share falls on multi-story residential buildings - more than 171 million hryvnias and on private houses - 111 million hryvnias. In the Dnipropetrovsk region, buildings were renovated not only with funds from the local and state budgets, but also from other sources, especially from humanitarian initiatives
Donetsk region
The Department for Housing and Communal Services of Donetsk OVA quickly responded to LIGA.net's request. In the controlled territories of the region alone, the Russians destroyed and damaged more than 4,000 residential buildings and 39,000 private residential buildings.
In addition, hundreds of medical and educational institutions of various levels (649 facilities), as well as roads, critical infrastructure facilities, etc., were destroyed and damaged. In total, more than 44,000 buildings were damaged by Russian shelling.
It should be noted that OVA calculated damages only in the territories controlled by Ukraine. It is simply impossible to accurately calculate the damages in the settlements where hostilities took place or are ongoing.
Despite ongoing hostilities, on February 20, 1,068 residential buildings worth 180.6 million hryvnias and 3,393 private houses worth 13.3 million hryvnias were partially restored in the region.
In addition, 39 water supply and sewage facilities were partially renovated, as well as one boiler room. Temporary measures were taken at 12 water supply and sewage facilities, and windows were installed at two boiler rooms. The total amount of renovation was 2.1 million hryvnias.
Due to the fighting in the region, it is impossible to fully restore even critical infrastructure. Until the shelling stops, local authorities are only doing temporary work (closing windows, repairing doors, roofs, etc.).
In general, according to the Ministry of Infrastructure, 316 million hryvnias have already been allocated for the restoration of buildings in the Donetsk region.
Zhytomyr region
The Department for Regional Development of the Zhytomyr Region reported to LIGA.net that 207 buildings were completely destroyed in the region, 365 were significantly damaged, and 4,258 had minor damage.
Private houses and multi-story buildings suffered the most - a total of about 4,200, 150 educational institutions, 58 cultural institutions, 44 health institutions, 40 administrative institutions, etc.
In Zhytomyr OVA, it was stated that almost 272 million hryvnias were spent in two years for remediation of the consequences of armed aggression and recovery from state and local budgets. In general, almost 3,200 buildings (66 percent of all damaged ones) were restored with these funds, the money of citizens, territorial communities and charitable organizations.
Transcarpathian region
Many consider that the Zakarpattia region is the safest in Ukraine - they say, there are no wars and destruction here. However, this is not the case. Now there is no area left that has not been destroyed.
The village council of Volovecki informed us that 70 houses were damaged here as a result of the Russian attacks. Most are private houses and multi-storey buildings (55). Kindergartens, utility companies, administrative buildings and several companies were affected.
The damage caused to the population by rocket fire amounted to almost five million hryvnias, the village council stated. Material assistance in the amount of 2.34 million hryvnias was provided for the residents of the city. Funds were allocated separately for the restoration of the cultural center and one of the utility companies (a total of one million hryvnias).
Zaporozhye region
Active hostilities continue in the Zaporozhye region. More than half of the territory is occupied by Russia. This is one of the most affected areas. At the same time, such a status complicates the calculation of damages.
According to Zaporizhia OVA data, on February 24, 2024, almost 14,000 civilian buildings were damaged and completely destroyed. About 7,000 private and 1,000 residential buildings, 270 educational, 75 medical and 159 cultural institutions were affected.
Russia also damaged 3,758 buildings, 21 bridges, 252 bus and train stations, 337 roads, more than 500 industrial buildings and 295 other non-military facilities.
According to data from the Ministry of Infrastructure, by February 24, 2024, the region has spent more than 47.3 million hryvnias on reconstruction.
Ivano-Frankivsk region
There are fewer destroyed civilian objects: as of February 24, 2024, there are two critical infrastructure objects and three residential buildings.
In the Ivano-Frankivsk OVA, it was noted that the premises were not restored at the expense of the state and regional budget.
However, recently, on the night of June 22, 2024, Russian missiles and drones significantly damaged the Ivano-Frankivsk National Technical University of Oil and Gas. 14 buildings of the educational institution were damaged, 815 windows, 25 doors and 1,160 square meters of the roof were broken. The damage is 100 million hryvnias. Naftogas Group promised to finance the reconstruction of the university.
Kyiv and the region
In Kyiv, 1,376 buildings (243 private properties, including 135 private houses) and 1,133 other types of property (829 residential buildings) were damaged.
In May 2022, by order of KGVA, 29 residential buildings were identified that have significant damage and are subject to restoration. 21 buildings have already been renovated, eight are undergoing preparatory and restoration works.
871 houses are in satisfactory condition and have minor damage, 212 were renovated during 2022-2023. year.
In May, 2,229 people used the "eVidnovnelnya" service in Kyiv, 1,418 received compensation for restoration in the amount of 91.69 million hryvnias.
In 2022, 5.18 billion hryvnias were allocated for the reconstruction of damaged buildings, and another 1.72 billion hryvnias were allocated from the reserve fund.
As of March 1, 2024, as a result of the aggression of the Russian Federation, 29,092 buildings were damaged and destroyed in the Kyiv region, and 16,960 buildings were rebuilt.
The housing stock suffered the most - 26,172 (of which 1,767 multi-story buildings, 24,405 private), 15,324 religious buildings out of 138, 77 administrative and 129 public buildings were renovated.
In 2022, more than 1.08 billion hryvnias were used for the reconstruction of 2,817 buildings under various reconstruction programs. In 2023 - more than 1.11 billion hryvnias for 166 facilities. 831.94 million hryvnias have been allocated for reconstruction works this year since February.
Kirovograd region
Kirovograd OVA refused to provide data to LIGA.net with the explanation that they do not have access to information on the state register of property damaged and destroyed as a result of Russian aggression.
At the same time, the administration announced the total number of damaged and destroyed buildings in the region - 144, of which: "135 completed, eight buildings, one construction" (direct quote from the response to the request. - Ed.).
OVA added that with the use of the "eVidnovnaliya" service, they agreed to pay the fee for the 21st application in the total amount of 2.6 million hryvnias.
Luhansk region
The Department of Mass Communications of the Luhansk Region responded to LIGA.net's request, noting that the total number of destroyed and damaged buildings exceeded 14,300.
A detailed calculation is impossible in the territories where hostilities are taking place. So, in fact, the scale is many times higher than the official data.
Private and multi-story residential buildings suffered the most in the region - more than 8,800 and 3,400, respectively. Dozens of communal facilities, seven railway stations, 84 road sections, 26 bridges and five railway infrastructure facilities were also damaged.
LIGA.net did not receive data on the funds allocated to Luhansk OVA.
Lviv region
Lviv OVA sent only the total number of victims - 822, including objects of the housing fund, critical infrastructure, business and social spheres.
The OVA closed the restoration funding data, citing the fact that it is restricted access information. However, LIGA.net received information from the Ministry of Infrastructure: 5.11 million hryvnias were allocated.
Mykolaiv region
Mikolaiv OVA gave a detailed answer to the request of the media, they even submitted the number of restored buildings.
Almost 13,000 civil infrastructure facilities were damaged: residential buildings, schools, hospitals and critical infrastructure facilities.
The housing sector suffered the most: 1,579 multi-story buildings and 7,633 private houses were destroyed (15.5 percent and almost nine percent of them were rebuilt). 159 schools, 108 kindergartens, 167 health institutions and 2,773 residential and communal facilities were also damaged.
Funds from the state and regional budgets, as well as international aid, have been allocated for the reconstruction of the Mykolaiv area. The government specifically allocated 220.5 million hryvnias for the purchase of construction materials for private houses, and 8.6 million hryvnias from the reserve fund of the regional budget for emergency and restoration works.
In addition, in 2023, 111.3 million hryvnias were allocated from the regional budget for the restoration of 11 facilities (medical institutions, educational institutions, social welfare and cultural institutions).
The government also allocated 626.8 million hryvnias for the reconstruction of three hospitals and two schools. Another 170 million hryvnias are earmarked for the reconstruction of seven health institutions, three educational institutions and one TsNP.
Already, 3,183 applicants have received compensation in the total amount of more than 328 million hryvnias, and 2,926 homeowners have received compensation in the amount of 264 million hryvnias (as of March 1, 2024).
39 water supply and sewage facilities (98.55 percent), 113 health institutions (67.66 percent), 71 schools (44.65 percent), 35 kindergartens (32.41 percent), two higher education institutions (9.52 percent), 18 cultural institutions (9.78 percent), 13 administrative buildings (16 percent), 244 residential buildings (15.5 percent) and 683 private houses (8.95 percent). Also, 20 bridges and 13 roads were completely renovated.
In total, more than 1.85 billion hryvnias were allocated for this in the region.
Odessa region
Odesa OVA refused to provide information in the form of open data to LIGA.net, but stated that the municipalities registered 3,629 buildings in the register of damaged and destroyed property.
The authorities received 1,432 applications for state aid for the reconstruction of residential buildings. Funds were allocated on the basis of 788 requests, in the amount of 38 million hryvnias.
Despite this, Odesa OVA provided detailed information about funds for destroyed and damaged objects from the regional budget: more than UAH 142 million for two years of the great invasion. In 2022, they financed the renovation of buildings worth 41 million hryvnias, in 2023 - 98 million hryvnias, and in 2024 - 3.3 million hryvnias.
Poltava region
According to the data of the Department for Economic Development, Trade and Investment Attraction of the Poltava Region, there are 530 damaged and destroyed buildings in the region. Most of the victims were 345 private and multi-storey residential buildings.
Russia damaged or destroyed 29 institutions (education, health, sports, culture, TsNAPy, etc.). 10 buildings and 10 roads/bridges were affected.
Almost 291 million hryvnias have been allocated for reconstruction and assistance to people whose homes were damaged as a result of the armed aggression of the Russian Federation.
Rivne region
OVA from Rivna reported to LIGA.net that the Russians damaged and destroyed 231 buildings in the region. What exactly suffered - the state administration did not specify, guided by many orders and laws.
In addition, Rivne OVA stated that more than 12 million hryvnias were directed to the reconstruction of damaged buildings.
Sumy region
The border area of the Suma region is attacked daily by the enemy. It is known for 8,203 damaged infrastructural and residential buildings: 1,204 - energy, 435 - gas pipeline, 738 - residential buildings, 4,099 - private houses, 158 - education, 45 - medicine, 109 - culture and sports, 76 - administrative buildings, 116 - shops and services.
Industry – 59 facilities, telecommunications and communications – 18, agriculture – 125, domestic facilities – 1011, heating and sewage – 10 suffered significant damage.
In 2022, 300 million hryvnias were allocated from the reserve fund for remediation of the consequences of hostilities in the region. In the same year, 32 educational institutions were renovated with these funds. At the same time, 57.5 million hryvnias were not used due to the end of the budget year.
Last year, according to various programs, the Sumy region received approximately 1.66 billion hryvnias for the restoration of 33 objects. In 2024, 110 million hryvnias were allocated for the implementation of reconstruction projects, but the funds have not yet been spent.

Ternopil region
Ternopil OVA forwarded the request to 55 municipalities. 38 of them gave an answer. We have developed an interactive map of the maintenance area of the Ternopil Region. Of these, only those communities that were destroyed have been added.
According to LIGA.net's calculations, the Russians damaged or destroyed 344 buildings on the territory of the Ternopil region.
Most of the victims were 34 residential buildings and 27 private residential buildings. Two private companies and three educational institutions were also damaged. Due to the impossibility of identifying another 280 objects, they had to be classified as "other".
The city of Chortkov was the most affected, where 79 buildings were damaged.
The amount of money spent on recovery is almost two million hryvnias.
Kharkiv region
The largest number of damaged buildings - more than 44,500 - is located in the Kharkiv region. At least, that's what LIGA.net Kharkiv OVA data says. Among them are 6,340 high-rise buildings and 19,983 private houses, 910 educational institutions, 36 social welfare institutions, 383 cultural institutions and 347 health institutions, etc.
By February 24, 2024, 168 heating facilities (57.73 percent) and 44 water and sewage facilities (66.67 percent) were renovated. Also, overhaul works on 458 electricity supply facilities and 714 gas supply facilities were completed.
In 2022, 114.6 million hryvnias were spent on the activities of the regional program for reconstruction, development and support of life support systems, in 2023 - 1.27 billion hryvnias, in 2024 - 10 million hryvnias.
Also, in 2023, 92.2 million hryvnias were spent on the implementation of the economic and social development program of the Kharkiv region.
OVA added that almost 2.1 billion hryvnias were spent on the renovation of heating facilities in two years, as well as almost one billion hryvnias on electricity/gas supply facilities and thermal power plants.
Summing up, according to our calculations, more than 5.6 billion hryvnias were spent on reconstruction in the Kharkiv region.
Kherson region
The de-occupied part of the right bank of the Kherson region is shelled daily. Thus, the number of damaged buildings increases monthly by an average of 6.4 percent of the total number that is already available. Currently, it is known that 24,659 buildings were destroyed and damaged.
OVA claims that they manage to restore damaged buildings every day. To date, 2,679 buildings have already been built - 11 percent.
Owners of damaged property are charged compensation under the "eRecovery" program. Currently, 1,915 owners received money in the total amount of 268.4 million hryvnias. 240 certificates worth 311.2 million hryvnias were issued to people whose houses were completely destroyed.
Khmelnytskyi region
Khmelnytskyi OVA sent LIGA.net its own data on destroyed and damaged buildings, but at the same time forwarded the inquiry to 60 municipalities.
This area became unique, because they independently calculated the number of damaged objects. They even developed an interactive map on which maintenance was indicated and damage was recorded.
Territorial communities of Khmelnytskyi, Krupetskyi and Černoostrovskaya suffered the most. They make up about 84 percent of all damaged buildings in the Khmeljnicki region.
Private housing has become the number one goal for Russia. A significant part of other buildings had to be included in the "other" section, because the city's most damaged municipality, Hmeljnicki, did not provide accurate data - only the total amount of destruction.
In total, it was possible to allocate 42.4 million hryvnias for reconstruction in the Khmelnytsky region from various sources. Most went to multi-story buildings - almost 8.5 million hryvnias and to private houses - almost eight million hryvnias. Again, due to the large number of objects in the "other" section, half of the funds fall into this category -. 21.6 million hryvnias.
Funds were also allocated to cultural institutions - two million hryvnias, kindergartens and schools - 1.6 million hryvnias, and hospitals - almost 400,000 hryvnias. 390,000 hryvnias were spent on administrative buildings.
Cherkasy region
After active and long communication with the Cherkasy OGA, a response to the request was received, but only summarized information.
Russia damaged and destroyed 538 buildings in the region: 250 buildings, 286 buildings and two buildings. LIGA.net was unable to find out what kind of facilities they are, what type they can be attributed to in Cherkasy OGA.
The number of requests for compensation for property damage was 133, and the amount of the agreed compensation was almost 1.7 million hryvnias.
Chernivtsi region
According to the data of OGA Chernivtsi, Russia damaged and destroyed 10 private houses in the territory of the region. Funds have not been allocated for them, the state administration notes in its response.
The International Organization for Migration provided citizens with $9,000 for repairs. And the City Council of Hotinski a one-time financial aid in 2023 in the amount of 30,000 hryvnias for the reconstruction of houses.
Chernihiv region
During the two years of the war, 13,789 buildings were damaged and destroyed in the territory of Chernihiv region. In general, 1.03 billion hryvnias are allocated from the state budget for the implementation of projects in the region (especially, but not exclusively) for the reconstruction of destroyed infrastructure and facilities.
In 2022, after the flight of the Russians, 93 damaged facilities were restored for 246.18 million hryvnias, namely: 15 facilities (56.38 million), 11 health facilities (52.56 million), 20 educational facilities (74.72 million), 21 residential buildings (36.95 million), 19 private houses (1.46 million), two administrative buildings (7.42 million), two social protection facilities (3.62 million).
In 2023, the renovation of educational institutions began for 14.67 million hryvnias, health institutions for 10.02 million hryvnias, and social welfare institutions for 35.27 million hryvnias.
In addition, as of February 1, 2024, the region has renovated 1,471 facilities of utility operators, of which 1,055 are facilities for electricity supply, 318 for gas supply, and 98 for heating.
As we thought
Data on damaged and destroyed buildings were received from regional state/military administrations (OGA/OVA) for the period 02/24/2022. - 24.02.2024. Some of them were forwarded at the request of LIGA.net to regional territorial communities. Ternopil, Khmelnytskyi, Chernihiv, Kharkiv, Transcarpathia are such regions.
Here, the number of damaged/destroyed buildings was calculated based on the responses of the territorial communities of the region.
Lviv, Rivne, Cherkasy, Kirovograd regions refused to talk about damaged and destroyed buildings. LIGA.net put them in the "other" category. Poltava Region and KSGA partially provided data.
However, we were able to identify the sectors most affected by the Russian strikes:

Residential and communal facilities are mainly gas stations, substations, sewers, wastewater treatment plants, etc.;
Administrative buildings - mainly premises of state institutions, local self-government bodies, courts, prisons;
Objects of critical infrastructure - these include airports, railway stations, seaports, warehouses of hazardous materials, television towers, electronic communications, power plants and other vital objects of state, regional and even local importance;
Water supply: pumping stations, purification plants, distribution networks
Drainage: sewage networks, treatment plants, pumping stations
Boiler, heating points
Hydrotechnical facilities: dams, canals, reservoirs
Highways, roads, bridges: automobile, railway, pedestrian
Artificial constructions of road infrastructure
Others are warehouses, factories, private spaces, as well as all objects that do not belong to the mentioned categories, as well as objects whose affiliation cannot be determined according to the existing classification (due to the fact that OVA/OGA did not provide accurate data).
Data on the allocated funds for the reconstruction of LIGA.net were obtained from OVA itself. For the Transcarpathian, Ternopil, Khmelnytskyi and Chernihiv regions, the amount was calculated - based on the data provided by the municipalities of the region.
The total amount includes all the funds allocated and actually spent for the reconstruction of buildings and infrastructure according to the orders of the Minister's Cabinet, ministries, local self-government bodies, city councils and joint maintenance councils. Funds allocated by the Fund for Remediation of Consequences of Armed Aggression, Fund for Reconstruction of Destroyed Property and Infrastructure UNITED24, and compensation under the "eRecovery" program are also taken into account.
