U.S. and Montenegro Join Forces Against Foreign State Information Manipulation

The United States and Montenegro are deepening their collaboration to combat foreign state-driven information manipulation, a growing threat to global democracies. On December 30, U.S. Ambassador Judy Rising Reinke and Montenegrin Foreign Minister Ervin Ibrahimovic signed a Memorandum of Understanding (MoU) to strengthen efforts to counter disinformation and propaganda. This agreement underscores the shared commitment of both nations to address the risks posed by foreign interference in the information space, which undermine national security and threaten global stability.
The MoU focuses on five key areas: developing national strategies, improving governance structures, enhancing human and technical capacity, supporting civil society and independent media, and fostering multilateral cooperation.
This partnership reflects an urgent need to safeguard democracy by promoting transparency, truth, and resilience against foreign information manipulation. Montenegro has joined 22 countries across the globe in endorsing the U.S. State Department’s Framework to Counter Foreign State Information Manipulation. This coalition of nations aim to build stronger defenses against harmful information manipulation and ensure a free, fact-based information environment worldwide.
