Team Europe launches €37 million EU4Reconstruction programme to support inclusive reconstruction in Ukraine

Today, the European Union (EU) together with Denmark, Germany, France and Lithuania, launched EU4Reconstruction — a €37 million Team Europe initiative to strengthen governance and accountability of Ukraine’s reconstruction, ensure sound and transparent public investment aligned with EU standards.

The initiative unites Europe’s best reform and implementation experience — integrity and accountability frameworks, digital tools, municipal management and civic oversight — in one coordinated effort.

Over the next three years, EU4Reconstruction will:  

  • strengthen Ukraine’s national reconstruction governance and regulatory framework; 
  • help municipalities plan, finance and deliver infrastructure projects to EU standards; 
  • support the State Agency for Restoration and Infrastructure Development and its ecosystem in effectively managing large public investments; 
  • expand the role of citizens, civil society and media in monitoring reconstruction. 

"Today is not just about rebuilding what was destroyed. It is about redefining Ukraine’s future. With the launch of EU4Reconstruction, we are investing in more than bricks and bridges. We are investing in people, in transparency, in green recovery — in Ukraine that rises stronger, fairer, and more resilient, ready to take its place in the European family," said Katarína Mathernová, EU Ambassador to Ukraine.

The EU4Reconstruction initiative will collaborate closely with the Ministry for Development of Communities and Territories of Ukraine and the Agency for Restoration, supporting the government’s leadership in planning, coordinating, and monitoring reconstruction efforts.

“Ukraine’s reconstruction is not only about rebuilding what was destroyed — it is about transforming our systems and institutions so that they are stronger, more transparent, and closer to people. Together with our European partners, we are creating a foundation for a modern reconstruction governance that reflects European values and accelerates our path to the EU,” said Oleksiy Kuleba, Deputy Prime Minister for Restoration of Ukraine - Minister for Development of Communities and Territories of Ukraine.

“Denmark is delighted to bring experience from the EU Anti-Corruption Initiative and the unique Denmark-Mykolaiv partnership into reconstruction, implementing leading integrity practices and promoting their adoption across Ukraine. Systems that prevent abuse before it happens build trust with partners and attract support for reconstruction,” said Lars Olaf Søvndahl Petersen, Chargé d'affaires, Embassy of the Kingdom of Denmark to Ukraine. “Trust is a crucial investment that delivers for Ukrainians.”

“Germany has long supported Ukraine’s decentralisation and continues to do so — from empowering hromadas to strengthening local public-investment management. Decentralisation underpins the resilience of Ukraine on its path towards the EU,” added German Ambassador Heiko Thoms.

“Reconstruction is accountable when citizens can see and shape it,” noted Sébastien Surun, Chargé d’affaires of France. “France will champion civil-society and media participation — from public consultations to community oversight — to make reconstruction transparent and democratic.”

“Lithuania contributes hands-on institution-building: modern project management, capable agencies and digital tools for transparent delivery,” said Ambassador Inga Stanytė-Toločkienė. “With CPVA’s expertise, we will help partners turn priorities into well-run, measurable, and future-proof reconstruction projects.” 

“Ukraine has a huge desire and energy for reconstruction. Our task is to ensure that this energy is supported by sustainable institutions and professional teams. We ask our partners to join us in this work — not only in financing projects, but also in building the state’s long-term infrastructure capacity,” noted Serhiy Sukhomlyn, Head of the Agency for Restoration.

Background  

The €37 million three-year programme is implemented by GIZ, Expertise France, the Ministry of Foreign Affairs of Denmark, and Lithuania’s Central Project Management Agency (CPVA), will work with the Ministry for Development of Communities and Territories of Ukraine, the Agency for Restoration, and dozens of municipalities across Ukraine.

At its core, EU4Reconstruction is about turning European values into institutions that last — transparent governance, empowered local authorities, and public trust that Ukraine’s reconstruction builds a stronger, more democratic future.
