How do Simonjan, Solovjov and others "explain" the rocket attack on Vinica?

On July 14, Russian troops launched a rocket attack on Vinica. Several buildings were damaged in the city center, according to the rescuers, 25 cars burned in the parking lot near the Juvilejna residential building. The rockets arrived at 10:40 in the morning, when there were many people in the city, including children. The State Service for Emergency Situations reported at least 22 deaths, of which three were children, including a newborn, and 115 injured, of which 34 were in serious condition. In Ukraine, this rocket attack is called an act of terror and a war crime. And how do Russian propagandists comment on the rocket attack on the center of Vinica?
The President of Ukraine, Volodymyr Zelensky, commented on the July 14 rocket attack by the Russian army on the center of Vinnytsia as follows: "What is this, if not an open act of terrorism? Inhumans Land of killers. A terrorist country."

Meanwhile, Russian pro-government media, following established practice in Russia, began to spread different versions of what happened in Vinnytsia, thanks to which pro-Russian bloggers and the public tried to justify this act of Russian aggression.
Russian broadcaster Volodymyr Solovyov was one of the first to report on the Russian missile attack on the Vinica region. He expanded the publication of one of the pro-Russian channels, in which it is stated that the rockets were allegedly aimed at a military facility - "a military unit in the town of Gajsin".
However, the video itself clearly shows that it is not Gajsin, but the center of Vinica. This is indicated by the monument in honor of the creation of the Air Force of Ukraine, which can be seen in the video shared by Solovyov.
At the same time, some of the pro-Russian Telegram channels published posts in which they admitted that the Russian army was targeting the city center. In particular, the editor-in-chief of RT (Russia Today) Margarita Simonjan wrote that the Russian Ministry of Defense "confirmed" to her that the missiles were fired at the Officer's House in Vinica. All Ukrainian regional centers have officers' houses, which are usually used for various celebrations, concerts, exhibitions and conferences.
In particular, the performance of the performer Roksolana was supposed to take place in the Officer's Home in Vinica on the day of the attack, July 14, which was confirmed by herself and the online ticketing site.
At the same time, numerous other pro-Russian Telegram channels are trying to shift the responsibility for numerous victims, including children, from the Russian military-political leadership to the Ukrainian air defense forces.
"I emphasize: these are the consequences of the work of the air defense forces," wrote blogger Yuriy Podoliaka, who is suspected by the Ukrainian Prosecutor General's Office of spreading information that justifies the armed aggression of the Russian Federation against Ukraine.
Another pro-Russian publication "Ukraine.ru" propagates the thesis that it was "the work of the Ukrainian Air Defense Forces" that caused a significant number of victims during the rocket attack on the center of Vinica.

The authors of the post do not explain where the Russian rocket was flying, if it was allegedly shot down over the city center.
Ukrainian users make fun of some Russian posts, which, traditionally for Russian propaganda, try to spread as many versions as possible to confuse readers, as was the case with the downing of passenger plane flight MH17 by the Russians in July 2014.
The Telegram channel of the Regional Council of Vinica writes that "a rocket hit the diagnostic clinic (one-story building) in Vinica."
Russian authorities and pro-government Russian media claim that the Russian army in Ukraine does not attack civilian facilities and infrastructure.
On the other hand, every day Russia is shelling Ukrainian towns and villages, as a result of which civilians and children are killed and seriously wounded.
Russian attacks destroy critical infrastructure for the vital activity of the settlement, as well as hospitals, educational institutions, kindergartens and residential buildings. All of these are war crimes under international law.
