Annex, kill leaders, retrain others. British spies have found new details of the plan of the Russian attack on Ukraine

The British analytical center for defense issues (RUSI) has published new details of the Russian plan to invade Ukraine.

This is evidenced by captured Russian documents, writes the BBC.

Russia planned to take over Ukraine in ten days and annex it by August of this year, Sky News quoted the Royal Joint Defense and Security Research Institute (RUSI) as saying.

According to a think tank linked to the British Army, only a small group of Russian officials were actually aware of the full extent of these plans.

In the conclusions of RUSI, it is said that even the deputy chiefs of units of the Russian army apparently did not know about the plan to invade and occupy Ukraine a few days before the start of the offensive.

And the tactical military units received orders just a few hours before, the British publication quotes the research.

The documents also revealed that Russia planned to seize Ukraine's power plants, airfields, water supply system, National Bank and parliament — and that Russian intelligence services were tasked with killing Ukrainian leadership, Sky News reported, citing military analysts.

"They likely assumed that Ukrainian government officials would either flee or be captured in a swift invasion," the RUSI report said.

Ukrainian intelligence also suggests that Russia planned to use landing forces from the territory of Belarus to seize the Rivne and Khmelnytskyi nuclear power plants.

According to the British Institute for Defense Studies, the Russian invasion plan contained details of seizing Ukraine's nuclear power plants in order to hide Russian troops there, gain control of the country's energy system and potentially blackmail European countries with the risk of radiation contamination.

Russia planned to launch an invasion with the help of a "massive missile-air campaign" against Ukrainian military facilities, Sky News quoted analysts.

RUSI experts also add that Moscow did not initially plan to destroy critical infrastructure such as power plants and railways, as they were key to its plans to occupy the country.

According to RUSI, which refers to a British publication, Russian counter-intelligence has compiled lists of Ukrainians.

They were divided into four categories:

  • Those who need to be killed

  • Those who need to be intimidated

  • Those who are considered neutral should be encouraged to cooperate

  • Those who are ready to cooperate.

As the analytical center points out, the officials planned to carry out population registration in houses and in "filtration camps".

According to Sky News, citing British analysts, Russia also planned to coerce regional leaders and local authorities, and the FSB was tasked with detaining local officials.

Over time, it was planned to bring teachers and other officials from Russia to start "re-educating Ukrainians".

This plan was not destined to come true, but many points, such as the seizure of the Zaporizhia NPP, the arrest of representatives of local authorities and activists, the importation of officials and teachers from Russia, are partially implemented in the territories occupied by Russia.
